INFORMATION ITEMS:

1.  RETAINING WALL REPLACEMENT AND FOOTPATH REPLACEMENT; RAILING INSTALLATION; TODAY AND MONDAY, NOVEMBER 11, 2024.  The first day of railing installation is finished and we have installed railings on the new retaining wall.  The crew will be back on Monday to finish installing the remaining sections of railing.  There are some open holes for railings near the work site – continue to exercise additional care if you walk down the footpath at and near the new retaining wall.  Once the railing is installed additional support work will occur thereafter.

2.  BOARD OF DIRECTORS MEETING; TUESDAY; NOVEMBER 19, 2024; 6:30 PM; ST MARY OF SORROWS CHURCH (PARISH CENTER, ST JOSEPH’S HALL) AND VIRTUAL.  The Parish Center is located at 5222 Sideburn Road.  There will be signs to guide you to the room for the meeting.  This month’s board meeting will be conducted in an abbreviated manner before the Annual Meeting later that night.  The meeting will be available as usual via the RingCentral virtual meeting framework. For the virtual meeting information, see the website under ‘Meetings’, select the year (2024), then the meeting (2024-11-19), and finally select “BoD”. Document #01-1 contains the information to join the meeting

3.  2024 ANNUAL MEETING OF THE MEMBERS OF THE ASSOCIATION; TUESDAY, NOVEMBER 19, 2024; 8:00 PM; ST MARY OF SORROWS CHURCH (PARISH CENTER, FARRELL HALL) AND VIRTUAL.  The Parish Center is located at 5222 Sideburn Road.  Please note the room change – there will be signs to guide you to the room for the meeting.  All documents were either electronically or physically mailed to Members of the Association and may also be found on the website.  The meeting will be available virtually in the same manner as our monthly Board of Director meetings via the RingCentral virtual meeting framework. For the virtual meeting information, see the website under ‘Meetings’, select the year (2024), then the meeting (2024-11-19), and finally select “Annual”. The document “2024 Annual Meeting, Virtual Meeting Information” contains the information to join the meeting.  If you are a renter residing in our community please feel free to attend – you’ll receive a report of what has been accomplished in the last year and where we are going over the next year.   There will be refreshments available for all attendees.

4.  ANNUAL MEETING – CALL FOR NOMINATIONS.  In preparation for our Annual Meeting in November we attached a nomination form in the August newsletter.  The nomination form will also be included in the Annual Meeting documents that will be mailed or emailed on 18 October 2024 to all Members of the Association.  At each Annual Meeting there are multiple Director positions up for election or re-election.  Please consider submitting your name for consideration by the membership.  If that seems to large a step, consider volunteering for any one of our committees.  They would be happy for any assistance you could provide.

5.  ELECTRONIC CONSENT FORMS.  For Owners/Members of the Association who may not know, electronic consent forms provide the Association the ability to send certain communications to you electronically only, thereby saving us the cost of printing and mailing those documents.  The form is attached in the November 2024 newsletter, is included in the Annual Meeting documents mailed/emailed to you, and is available on our website within Policy Resolution 17-04 or within the ‘Rules and Regulations’ / ‘PWCA Forms’ sub-section of the website.

6.  OCTOBER 2024 COMMUNITY RULES.  The Board approved updated Community Rules at the October 2024 BoD meeting.  The updated Rules may be found on the website under the ‘Rules and Regulations’ sub-page.  New residents to our community receive a copy when they are getting their initial set of parking permits.  If you would like to have a hard copy of the Rules and are not a new resident, please email Parking@ParkWestCommunity.org and Communications@ParkWestCommunity.org to coordinate a time to receive a copy.  Limited hard copies will also be available at the Annual Meeting in November.

7.  PARK WEST PAGES, NOVEMBER 2024 EDITION.  The latest edition of the Park West Pages has been released – please see the website for the document.  The President and the Hospitality Committee each have hard copies of the edition if you’d like a printed copy.  Limited hard copies will also be available at the Annual Meeting.

8.  STREET LIGHT STATUS.  All streetlights and Service Delivery Points are operational at this time.  As a reminder, please email Streets@ParkWestCommunity.org if you notice any street light outages in our community.  We will keep everyone updated on status through these messages.

9.  FLAG STONE PATH CONSTRUCTION, THE ALLEY SHARED BETWEEN 4853 THROUGH 4869 CARRIAGEPARK ROAD AND 4705 THROUGH 4719 GAINSBOROUGH DRIVE.  The initial phase of the project is complete.  Due to a calculation error the Association-planned number of pavers was not sufficient for the entire project so the board will consider the additional scope for funding at the November Board meeting.  If approved that work will be undertaken in the near future. 

10.  FALL 2024 TREE WORK.  Tree work will be ongoing over the next several weeks.

11.  COMMUNITY SECURITY.  If out-of-the-ordinary events occur and you are concerned for your safety or security please notify the Police non-emergency number (703) 691-2131 to report the occurrence.  While we advertise a Neighborhood Watch on our signs there has been a lack of interest in the past to actually set one up.  If you are interested in participating please let me know.  If we have sufficient interest we will restart the process with the County but not before we see sufficient volunteers to make the effort worthwhile.  As always, please consider leaving your porch lights on throughout the night, remember to lock your vehicle doors, and notify the non-emergency number should you experience some kind of security event in the future. 

12.  INDIVIDUAL GROUNDS CARE OFFER FROM J&J LANDSCAPE MANAGEMENT, APPLY AS SOON AS POSSIBLE.  Our grounds care contractor is again offering residences in our community the ability to have your private yards maintained.  The care options include turf care, lawn care, and leaf removal.  Please refer to the link listed above in the Seasonal Links section, just scroll down the page to the applicable information, or contact myself if you cannot access the information.

13.  OWNER ACCOUNT PORTAL.  This is a recurring topic for many of our owners.  Each owner has the ability to access their account through a portal Summit Management offers.  To access the portal, please go to our website and select the ‘Living in PWCA’ tab.  Scroll down the page to the button ‘Vantaca Owner Login’.  If you have not already done so, Vantaca will prompt you to create a login.  Once you login you’ll be able to access your owner information to include the status of your account.  This also provides an avenue to pay any balances due on the account.

14.  OPEN DIRECTOR POSITIONS.  Request your consideration to place your name forward to fill our open Director positions.  We are looking for people who are invested in making a better community for all who reside here.  If you are interested please complete and submit an Application for Candidacy that may be found on our website and is listed above in the links.  The Nominating Committee will reach out to you after you complete that step.  If you have questions I’m also available to speak with you about more specifics.

INFORMATION ITEMS:

1.  PWCA FALL COMMUNITY CLEANUP DAY; SATURDAY; OCTOBER 19, 2024; 10:00 AM; POOL PARKING LOT.  THIS IS TOMORROW!!!!!!!  Our ECC will hold the Fall Cleanup Day tomorrow – please come give us a hour or two of the projected splendid weather tomorrow morning to help our immediate community lessen the load of the loose trash and other items that get stuck in our naturalized areas.  We will supply the bags and trash grabbers.  Recommend wearing long trousers as we are still in the growing season throughout our naturalized areas.

2.  FALL FEST; SATURDAY, OCTOBER 26, 2024; 3:45 PM; POOL.  Come join us for our fall social event!  There will be a pet costume contest, a child costume contest, and best child and pet costume contests with prizes!  Please arrive between 3:45 PM and 4:00 PM if you are competing in the costume contest.  Judging will start at 4:00 PM and will be followed by a parade.  At 5:00 PM – or possibly before – we will have at least two food trucks open to serve food.  Our current plan is for Red Hot & Blue and La Mati to be here with potentially a third food truck also arriving.  All food trucks accept cash or credit cards.  The Association will supply a dessert table and bottles of water for your enjoyment.  Parking will be quite limited in the pool parking lot so I recommend parking on our streets or on Roberts Road if you are driving to the event.  This should be a great event – please come down and enjoy the festivities!

INFORMATION ITEMS:

1.  TREE REMOVAL; CARRIAGEPARK COURT; SATURDAY, OCTOBER 5, 2024.  We have a severely damaged Tulip Poplar on the Carriagepark Court island that cannot be saved.  Due to it’s size and impact on surrounding trees, the most efficient way t remove the tree is to use a crane for the majority of the work.  Due to the crane placement requirements all unassigned and assigned parking on and around the Carriagepark Court island are required to be vacated during the tree removal.  All assigned spaces (space 101 through 144) were marked and letters hand-delivered to each impacted residence on Tuesday. All curbs were marked and signed on Tuesday.

The pool parking lot will be available starting at 5PM (1700) this evening, Friday, October 4, 2024 for parking.  Any such vehicles need to be removed by 5PM (1700) Saturday, October 5, 2024.   

Here’s the schedule:

0700 – Window for towing opens per the letters and signs.  Tow truck will be onsite to begin relocation operations at 0700.
0730 – Tree company arrives onsite
0800 – Crane arrives onsite.

If we have sufficient volunteers on-hand we will attempt to knock on residence front doors who still have vehicles in the no parking zone.  Do not count on that occurring before vehicles are relocated.  Vehicles relocated may be found nearby on Carriagepark Road wherever free unassigned parking space is found.  Owners will be charged a relocation fee for each vehicle registered to the residence that are relocated.

2.  FINANCE COMMITTEE MEETING; TUESDAY; OCTOBER 7, 2024; 6:30PM; VIRTUAL.  The October 2024 Finance Committee Meeting will focus on a final review the Draft 2025 PWCA Budget presented to the Board and residents on August 20, 2024 and September 17, 2024.  Please consider attending as we discuss the future orientation of the Association in consonance with the Governing Documents as articulated through our Strategic Plan.  Please use the same information to enter the meeting as used for the regular Board of Directors Meeting.

12.  GROUNDS CARE REMINDERS.  As a reminder, please keep the following items in mind during the growing season. #1 – keep your vehicle bumpers off the curb during mowing days as the crew cannot mow, edge or trim (as appropriate) when your vehicle is parked on top of the turf. #2 – For those of you who have landscaped up to the sidewalk – you are responsible to keep the sidewalk edge nearest your residence clean if the edger cannot be operated safely. #3 – Keep all items stored inside your fence / or your property for those without rear fences. See the ACC and ECC Rules for additional information.

INFORMATION ITEMS:

1.  2023 ANNUAL MEETING OF THE MEMBERS OF THE ASSOCIATION, SYNOPSIS.  The Annual Meeting was held on November 14th at St. Mary of Sorrows Church (the Parish Center) in a parallel in-person/virtual format.  My thanks to those who physically attended the meeting.  Stephen Lubore and Kevin Murphy were elected for another three-year term of office while the third position is currently open.  Marguerite Wiese was appointed as the 2023-2024 Nominating Committee Chair.  See the website for the meeting slide deck and other supporting documentation.  The draft Annual Meeting minutes will be posted to the website after being provisionally approved by the Directors at the December Board of Directors meeting

2.  POOL HOUSE HOLIDAY LIGHTING SETUP; SATURDAY, DECEMBER 2, 2023; 10:00AM; POOL PARKING LOT.  In preparation for the social occurring at 5:00pm that evening, we need some volunteers to come help set up the lights on the pool house and fence.  If you are interested please email me – I’d like to get the lights set up earlier in the week in case there are complications with the setup.  At a minimum setup will occur at 10:00AM – possibly the entire setup if we cannot determine any dates and times in advance.  Without volunteers to accomplish the setup it’ll be a strange social that evening….. 

3.  HOLIDAY TREE LIGHTING SOCIAL; SATURDAY, DECEMBER 2, 2023; 5:00PM; POOL PARKING LOT. Please come enjoy the start of our holiday season at the pool parking lot. If you’d like, please consider adding an ornament or two to the tree we have on Saturday afternoon (or once the tree has it’s lights installed).  Limited refreshments will be provided.  Please contact the Social Committee if you’d like to help with this event.

4.  TREE AND GROUNDS CARE WORK.  Colonial Pipeline has completed the easement pruning and removal work with the exception of one tree that will be dropped within a naturalized area.  We just completed the planting of eleven trees at four locations around the community with one additional transplant to follow.  Pruning and removal work will occur over the next several months.  The third leaf removal visit will occur through the end of this week.  Both tree care and grounds care crew days will also occur during the month of December.  End result – you will be seeing different types of crews and vehicles throughout the community through the end of December so please keep that in mind as you walk, ride or drive through our community.

5.  HOLIDAY TEMPORARY PARKING REQUESTS – AS SOON AS POSSIBLE BUT NO LATER THAN SUNDAY, DECEMBER 17,2023.  Please provide your temporary parking permit requests as soon as possible for visitors you may have through the New Year. We would like to provide our volunteers who create those passes for you the time to spend with their families and several of them are departing the local area during the holiday weeks so you will not have them as assets. Please see the website for a current list of parking officials – link provided in the permanent links above. If you miss the deadline listed above, have patience as it will probably take longer to generate passes for you.

6 BOARD OF DIRECTORS MEETING; TUESDAY, DECEMBER 19, 2023; 7:00 PM; VIRTUAL.  The monthly board meeting will be conducted via the RingCentral virtual meeting framework. For the virtual meeting information, see the website under ‘Meetings’, select the year (2023), then the meeting (20231219). Document #01-1 contains the information to join the meeting.

7.  YARD DEBRIS COLLECTION, FINAL 2023 COLLECTION OCCURS DECEMBER 20, 2023.  The final yard debris pickup for 2023 will occur December 20, 2023.  Yard Debris collection will resume on March 6, 2024.

8.  HOLIDAY TRASH, RECYCLING, AND CHRISTMAS TREE PICKUP/YARD WASTE SCHEDULE.  Each trash or recycling day will change for the weeks of Christmas and New Years. All pickups are delayed one day for those two weeks.  See below for specific dates.

Christmas trees will be collected on THURSDAY during the first week of January and on WEDNESDAY (January 10, 2024) during the second week of January.  All trees must be placed on the curb with all tinsel/decorations removed and trees should not be placed in plastics bags.  See the website for further details.

9.  2024 ANNUAL ASSESSMENT NOTICE AND ASSESSMENT TIMELINE.  As presented at the Annual Meeting, the Annual Assessment for 2024 will increase to $440.00 per quarter due on the first day of each quarterly assessment period. The 2024 Assessment Notice and the Quarterly Assessment Timeline have been mailed/emailed to you and may also be found on the website – link provided above in the Seasonal Links section.

10.  OCTOBER 2023 COMMUNITY RULES.  The updated Rules may be found on the website under the ‘Rules and Regulations’ sub-page.  New residents to our community receive a copy when they are getting their initial set of parking permits.  If you would like to have a hard copy of the Rules and are not a new resident, please email parking@parkwestcommunity.org and communications@parkwestcommunity.org to coordinate a time to receive a copy.

11.  COMMUNITY SECURITY.  With the holiday season upon us please remember to secure your packages, vehicles and homes. Keep your assets locked and thereby prevent a thief from having an easy opportunity. As a reminder, if any out-of-the-ordinary events occur or if you are concerned for your safety or security please call the Police non-emergency number at (703) 691-2131 to report the occurrence or incident – or 911 in an emergency.  Finally, please consider leaving your porch lights on throughout the night.

12.  COLD WEATHER PREPARATION.  Check the November newsletter for an article on this important subject.  Each year there are challenges faced by homeowners – consider taking the identified steps to take to be prepared for winter and limit potential damage to your home. The PWCA snow policy is posted on the website and is linked above in the Seasonal Links section; please read and understand it before any snow emergency might be declared for the Community.  If/when snow or ice storms occur all residents are requested to shovel and de-ice the sidewalks in front of your home. Help your neighbors and your community by assisting others if needed, clearing around fire hydrants, and clearing the mail boxes

13.  OWNER ACCOUNT PORTAL.  As I’ve had a couple of questions on this – each owner has the ability to access their account through a portal Summit Management offers.  To access the portal, please go to our website and select the ‘Living in PWCA’ tab.  Scroll down the page to the button ‘Vantaca Owner Login’.  If you have not already done so, Vantaca will prompt you to create a login.  Once you login you’ll be able to access your owner information to include the status of your account.  This also provides an avenue to pay any balances due on the account.  

14.  BRADDOCK ROAD STOP SIGN AND MESSAGE BOARD, POOL PARKING LOT STOP SIGN.  No change in status but we have not forgotten about these items.  We have started the replacement work for the stop sign and assessment of the message board with our local contractor.  Dominion is not open to installing any kind of protection system for the distribution box so we are proceeding with the stop sign replacement as located in the past at the Braddock Road and Carriagepark Road intersection.

PWCA Information for Members and Residents (March 2023, Message #1) 

Good afternoon.  Please see below for several items for your review. 

Two items are from our current Association contractors. 

There is one request from Atlantic for seasonal lifeguards so if you have anyone who might want to earn money and spend some time at a pool this summer this might be for them!  

The second item is an offer from J&J Landscape Management.  This is the contractor we employ for our community grounds care work.  They are offering to care for your private yards for the season – see the item and link below…

INFORMATION ITEMS:

1.  TREE AND GROUNDS CARE WORK.  The Spring 2023 Arbor Care work will occur over the next two months.

2.  ENVIRONMENT SUB-COMMITTEE MEETING, SYNOPSIS; FOCUSED ON 2023 TRASH AND RECYCLING COLLECTION CHANGES.   Effective January 1st, all bulk and/or special items incur a fee for pickup.  The Environmental Control Committee sub-group initially met on February 13, 2023 to address changes to our pickup rules to minimize impact to the Association of the changes in our bulk and special item pickups in 2023.  Minutes from that meeting may be found in the February 2023 BoD meeting packet and will be attached as an Appendix to the meeting minutes.  

3.  BOARD OF DIRECTORS MEETING; TUESDAY, MARCH 21, 2023; 7:00PM; VIRTUAL.  The monthly board meeting will be conducted via the RingCentral virtual meeting framework. See the website under ‘Meetings’, select the year (2023), then the meeting (03 – 20230321). Document #01-1 contains the information to join the meeting.

4.  INDIVIDUAL GROUNDS CARE OFFER FROM J&J LANDSCAPE MANAGEMENT, APPLY NO LATER THAN MARCH 27,2023.  Due to numerous requests, our grounds care contractor is offering residences in our community the ability to have the private yards maintained.  Please refer to the link listed above for details or contact myself if you cannot access the form. 

5.  EASTER EGG HUNT; SATURDAY APRIL 8, 2023; 11:00 AM; PLAYGROUND.  Our first social event of the year!  Children under the age of 12 are invited to participate in the hunt.  Volunteers to help set up the event are needed – setup will occur at 9:30AM at and near the playground.  

6.  RESIDENT OWNER AND NON-RESIDENT OWNER PARKING PERMIT (HANGTAG) RENEWALS; SATURDAY, APRIL 15, 2023; 12:00PM to 2:00PM and SUNDAY, APRIL 16,2023; 12:00PM to 2:00PM; POOL PARKING LOT.  Our annual owner guest (“hangtag”) permit renewal will occur on April 15th and 16th this year.  Both dates will be from 12:00PM through 2:00PM.  See the February 2023 newsletter for additional information.  After April 23rd all vehicles using the current resident-owner guest and non-resident-owner hangtag permits will be subject to towing from the community.  Owners with questions may call or email the Parking Committee Chair for further information.

7.  CURRENT HANGTAG TOWING COMMENCES; APRIL 23, 2022.  Our annual resident and non-resident owner hangtag permit renewal will have occurred by this time.  Any vehicles using the current hang tags will be towed from the community starting on this date.

8.  LIFEGUARD EMPLOYMENT REQUEST.  Atlantic Pool Service is looking for lifeguards to work this season.  Please refer to the link listed above for details or contact myself if you cannot access the form. 

9.  POOL SEASON, 2023. We are less than 3 months away from our pool opening for the season. The Pool Application link is listed above and it may also be found on our website.  The applications have started to to arrive – please send them in at your earliest convenience to assist our volunteers who have to create the passes for you.  If you have any interest in helping with this process please contact the Pool Committee.

Winter is not yet finished so please do not let your guard down.  However, daffodils and some of our trees are blooming and Spring is well underway…
