INFORMATION ITEMS:

1.  TREE AND GROUNDS CARE WORK.  There are numerous projects going on between the Fall 2022 Arbor Care Work (pruning work finished, removal work ongoing), leaf removals (next multi-day removal visit will occur next week), grounds crew days (November 16th and 17th and two more in December), and a Bartlett Crew Day (December 15th).  You will be seeing different types of crews and vehicles throughout the community through the end of December so please keep that in mind as you walk, ride or drive through our community.

2.  BOARD OF DIRECTORS MEETING; TUESDAY, NOVEMBER 15, 2022; 6:30PM; ST MARY OF SORROWS CHURCH (PARISH CENTER) AND VIRTUAL.  The Parish Center is located at 5222 Sideburn Road.  There will be signs to guide you to the room for the meeting.  This month’s board meeting will be conducted in an abbreviated manner before the Annual Meeting later that night.  The meeting will be available as usual via the RingCentral virtual meeting framework. For the virtual meeting information, see the website under ‘Meetings’, select the year (2022), then the meeting (20221115), and finally select “BoD”. Document #01-1 contains the information to join the meeting.

3.  2022 ANNUAL MEETING OF THE MEMBERS OF THE ASSOCIATION; TUESDAY, NOVEMBER 15, 2022; 8:00PM; ST MARY OF SORROWS CHURCH (PARISH CENTER) AND VIRTUAL.  The Parish Center is located at 5222 Sideburn Road.  There will be signs to guide you to the room for the meeting.  All documents have been either electronically or physically mailed to Members of the Association. Those documents may also be found on the website.  The meeting will be available virtually in the same manner as our monthly Board of Director meetings via the RingCentral virtual meeting framework. For the virtual meeting information, see the website under ‘Meetings’, select the year (2022), then the meeting (20221115), and finally select “Annual”. The document “2022 Annual Meeting, Virtual Meeting Information” contains the information to join the meeting.  If you are a renter residing in our community please feel free to attend – you’ll receive a report of what has been accomplished in the last year and where we are going over the next year.   There will be some limited refreshments available for all attendees.

4.  2022 PROXY FORMS, PLEASE RETURN AS SOON AS POSSIBLE.  For our Owners (Members), if you have not yet completed your proxy form please do so – even if you plan to attend the meeting.  If you do attend you will have the option to leave your proxy in place or vote at the meeting.  As a reminder – arrears in excess of $30 preclude you from voting.  If you are unsure your financial status with the Association you can log-in to the Vantaca portal from our website.  See the “Owner Account Portal” item below for additional information.

5.  ELECTRONIC CONSENT FORMS.  For Owners/Members of the Association who may not know, electronic consent forms provide the Association the ability to send certain communications to you electronically only, thereby saving us the cost of printing and mailing those documents.  The form is available on our website within Policy Resolution 17-04 and in the November 2022 newsletter.

6.  POOL HOUSE HOLIDAY LIGHTING SETUP; SATURDAY, DECEMBER 3, 2022; 10:00AM; POOL PARKING LOT.  In preparation for the social occurring at 5:00pm that evening, we need some volunteers to come help set up the lights on the pool house and fence.  If you are interested please email me – I’d like to get the lights set up earlier in the week in case there are complications with the setup.  At a minimum final setup will occur at 10:00AM – possible the entire setup if we cannot determine any dates and times in advance of this setup event. 

7.  HOLIDAY TREE LIGHTING SOCIAL; SATURDAY, DECEMBER 3, 2022; 5:00PM; POOL PARKING LOT. Please come enjoy the start of our holiday season at the pool parking lot. If you’d like, please consider adding an ornament or two to the one tree we have remaining on Saturday afternoon (or once the tree has it’s lights installed).  Limited refreshments will be provided.  Please contact the Social Committee if you’d like to help with this event.

8.  OWNER ACCOUNT PORTAL.  Each owner has the ability to access their account through a portal Summit Management offers.  To access the portal, please go to our website and select the ‘Living in PWCA’ tab.  Scroll down the page to the button ‘Vantaca Owner Login’.  If you have not already done so, Vantaca will prompt you to create a login.  Once you login you’ll be able to access your owner information to include the status of your account.  This also provides an avenue to pay any balances due on the account.  

9.  COMMUNITY SECURITY.  We had a couple of vehicles that were rummaged through last night.  If you discover your vehicle has been impacted, please call the Police non-emergency number (703) 691-2131 to report the break-in.  If any other out-of-the-ordinary events occur and you are concerned for your safety or security please call that number also to report the occurrence or incident.  While we advertise a Neighborhood Watch on our signs there has been a lack of interest in the past to actually set one up.  If you are interested in participating please let me know.  If we have sufficient interest we will restart the process with the County but not before we see sufficient volunteers to make the effort worthwhile.  As always, please consider leaving your porch lights on throughout the night, remember to lock your vehicle and residence doors (remember the patio and deck doors…), and notify the non-emergency number should you experience some kind of security event in the future.

10.  NEWSLETTER.  The November 2022 edition of the Park West Pages has been published and is available on our website.   We will have limited copies available at the Annual Meeting if you’d like a paper copy.  Alternatively, you may also contact communications@parkwestcommunity.org to request a copy.

In honor of Veterans Day – please take a moment to recognize the sacrifice our service members have and continue to offer in service to the ideals of our great country.

INFORMATION ITEMS:

1.  ROAD RAIDERS COMMUNITY CLEANUP ACTIVITY; SATURDAY, OCTOBER 8, 2022, 8:00AM; ROBERTS ROAD AND COLLINGHAM DRIVE INTERSECTION.  The broader community also accomplishes cleanup events oriented at specific areas of the nearby King Park West community led by the volunteer group Road Raiders.  Here is the information for tomorrow morning’s event from Tom McCook:  “I hope you can join us on Saturday morning, 8-8.30AM at Roberts and Collingham intersection (just south of Commonwealth).  Our intention is to improve the walkability of the sidewalks on Roberts, by cutting the grass in the VDOT property areas, edging the sidewalks, removing other landscaping that impedes the area for walking.  Plus, of course – we’ll collect trash & plastic wastes where we see it.  Tools requested:  Lawnmowers, edger/ weed wackers and loppers (bush trimming cutting tools).  I’ll bring plastic trash bags and work (cotton) work gloves.  Please be prepared to walk amidst the tall grass areas (long pants & boots recommended)

2.  TREE WORK.  We are finishing the final parts of the Spring 2022 remediation work.  We also had additional storm damage occur during the last few weeks.  Finally, the Fall 2022 work is being finalized and Spring 2023 work scoped.

3.  FINANCE COMMITTEE MEETING; TUESDAY, OCTOBER 11, 2022; 7:00PM; VIRTUAL.  This Finance Committee Meeting will focus on a final review of the 2023 PWCA Budget in preparation for the Board approval of the 2023 budget on October 18, 2022.  Please attend to discuss the future orientation of the Association in consonance with the Governing Documents as articulated through our Strategic Plan. Please see the September or October 2022 Board of Directors Meeting document #01-1 for the link to to the virtual meeting.

4.  BOARD OF DIRECTORS MEETING; TUESDAY, OCTOBER 18, 2022; 7:00PM; VIRTUAL.  This month’s board meeting will be conducted via the RingCentral virtual meeting framework. INFORMATION ITEMS:

1.  POOL OPERATIONS THROUGH THE END-OF-SEASON.  Kudos to our pool management company as they have been able to keep the pool staffed for full operations since the start of the school year.  This weekend we will be open until 9:00PM this evening, from 11:00 AM to 8:00 PM on Sunday, and from 10:00 AM to 8:00 PM on Monday as that’s the Labor Day holiday.  We will be closed throughout the week and re-open on Saturday, September 10, 2022 from 11:00 AM to 7:00 PM and Sunday, September 11, 2022 from 11:00 AM to 6:00 PM. On September 11, 2022 from 6:00 PM to 7:00 PM will be the annual Puppy Plunge – no humans allowed in the pool during this last hour of the season.  The bathrooms will be for emergency use only starting at 4:00 PM on Sunday September 11th as we begin staging furniture in both of the bathrooms.

2.  TREE WORK, SPRING 2022 REQUIREMENTS.  The tree removals planned for Spring 2022 were completed yesterday, September 2nd.  Thank you to those residents impacted by the long-duration event.

3.   YARD WASTE COLLECTION; WEDNESDAYS THROUGH DECEMBER 2022.  Thank you to those who have been placing out their yard waste on Wednesdays.  It turns out I jumped the gun a little the first week so we didn’t have a collection on August 24th.  Not sure what occurred on August 31st but I did inform Patriot of the missed pickup and yard waste was collected on Friday.  We should be good to go for Wednesdays through the end of the season as defined by Fairfax County.   All yard waste requirements and constraints are in effect as normal. REMINDER – they WILL NOT pick up yard waste in plastic bags. Use paper bags or containers labeled ‘YARD WASTE’.

4.  END OF SUMMER SOCIAL; SEPTEMBER 10, 2022, 5:00PM, POOL.  We are combining the Chili Cook-off, Labor Day Potluck, Halloween Fest, and Annual Meeting support events into one final social for the season.  As we have experienced with our previous catered events we will execute under the same catered-event principle at a smaller scale.  Please consider coming to mark the end of a successful summer pool season!

5.  POOL FURNITURE STORAGE; SEPTEMBER 11, 2022; 4:00PM; POOL DECK.  We will store our furniture for the 2022-2023 off-season starting at this time.  If you can please consider giving us a few hours of your time to get our pool ready for the off-season.  REMINDER – the bathrooms will be for emergency use only starting at 4:00 PM on Sunday September 11th as we will open every door to stage our furniture in both of the bathrooms.

6.  PUPPY PLUNGE; SEPTEMBER 11, 2022; 6:00PM; POOL.  Please review the rules for this event.  Bring proof of your 2022 Fairfax County dog license with you. This can either be the current tag or the current receipt from the County. The tag or receipt will be returned to you after review. We will have two dog egress locations (the permanent steps and a temporary dog ramp) in the main pool. The main pool and the wading pool will both be available for your dogs’ enjoyment during the 6:00 PM-7:00 PM hour.

12.  TRASH AND RECYCLING.  We included the current synopsized trash and recycling rules in the August newsletter.  With the turnover to new tenants and owners, if everyone could review the rules we would greatly appreciate it.  We are starting to have items placed out that require advance notice to Patriot.  Some of these items carry a charge for disposal.  If you have items to dispose of please be considerate to your neighbors and to the community and take the responsibility to get rid of such items correctly.

13.  PARKING.  Once again I thought I’d give y’all my thoughts on parking as the George Mason year is still young.  #1 – When parking in any curb-side parking ensure both your front and rear wheels are on the concrete gutter.  #2 – Do not park in any yellow painted curbs, nor any white painted curbs during any snow-emergency designated times by the Association.  #3 – The entire community (assigned and unassigned spaces) is permit parking only – have a permit in your vehicle or risk the vehicle being towed.  #4 – If you are parked in any visitor space or at any curb-side parking, remember to move your vehicle every week, after ten days your vehicle is subject to towing.  #5 – No parking or storage of any vehicles (e.g. trailers, motorcycles) on common areas.  #6 – no parking at the pool parking lot unless actively using the pool or upon approval from the Association.  If you have questions or need more information, please review the Community Rules on our website.

INFORMATION ITEMS:

1.  SPEEDING THROUGH OUR COMMUNITY.  With the start of the Fairfax County Public Schools (FCPS) school year there are multiple schools buses on our roads.  George Mason University (GMU) students have also started classes and are heading to and from the campus.  The speed limit in our community is 15 miles per hour.  Stop signs are at intersections for a reason.  Our speed bumps are there to try to remind you to stay at-or-under the speed limit.  Fairfax County police have the authority to enforce traffic and motor vehicle laws on our private streets and are in the community on a regular basis.  There are many children and walkers in the neighborhood – follow the traffic rules, you really won’t save much time by blowing through stop signs or speeding on our streets – the potential cost to you and to whom you may hit far outweigh those seconds. 

2.  POOL INFORMATION.  With the start of the FCPS and GMU school years and paucity of international lifeguards we enter into a critical timeframe.  We are currently staffed to open at 11:00AM through the end of the season.  Please keep in mind we may lose our guard capability.  If that occurs we will have to open at 4:00PM on FCPS instruction days. 

3.  TREE WORK; AUGUST 23 THROUGH 25, 2022.  The tree removal impacting portions of Malone Court (MC) and Gainsborough Drive (GD) is planned to continue from Tuesday through Thursday of this week, weather and crew permitting.  We also intend on grinding the stumps at Carriagepark Road (CPR) – near 10455 Carriagepark Court (CPC) – and behind 4848 Treasure Court (TC) during this window. 

4.  YARD WASTE COLLECTION CHANGE; WEDNESDAY, AUGUST 24, 2022 THROUGH DECEMBER 2022.  We will resume our Yard Waste collection on Wednesdays starting this week.  All yard waste requirements and constraints are in effect as normal. REMINDER – they WILL NOT pick up yard waste in plastic bags. Use paper bags or containers labeled ‘YARD WASTE’.

11.  REQUEST FOR BLOCK CAPTAIN.  The lower CPR even addresses side is currently without a Block Captain.  If you live in one of these residences (4800 CPR through 4870 CPR) please consider submitting your name forward to the Hospitality Committee at hospitality@parkwestcommunity.org.

12.  STREET LIGHTS.  Streetlights L13, L14, and L15 (near 4933 CPR, 4948 CPR, and 4910 CPR) should be operational at this moment.  Streetlight status may also be found in the current board packet.  We don’t always know when street lights malfunction so please let the Streets and Sidewalks Committee at streets@parkwestcommunity.org know if you notice a streetlight non-operational.

16.  PARKING.  With the addition of new residents to our community I thought I’d just give you a couple of thoughts based on some recent events.  #1 – When parking in any curb-side parking ensure both your front and rear wheels are on the concrete gutter.  #2 – Do not park in any yellow painted curbs, nor any white painted curbs during any snow-emergency designated times by the Association.  #3 – The entire community (assigned and unassigned spaces) is permit parking only – have a permit in your vehicle or risk the vehicle being towed.  #4 – If you are parked in any visitor space or at any curb-side parking, remember to move your vehicle every week, after ten days your vehicle is subject to towing.  #5 – No parking or storage of any vehicles (e.g. trailers, motorcycles) on common areas.  #6 – no parking at the pool parking lot unless actively using the pool or upon approval from the Association.  If you have questions or need more information, please review the Community Rules on our website.

INFORMATION ITEMS:

1.  POOL PASS DISTRIBUTION.  Now occurs individually with the Pool Chair – please contact the Pool Committee email address for specifics.  See the board packets and pool section of our website for current information on residences with passes available for pickup.

2.  PLAYGROUND WORK, MONDAY, JULY 18, 2022 THROUGH FRIDAY, AUGUST 5, 2022.  We will start the delayed replacement of the edge walls surrounding the playground on Monday.  The edge wall installation is planned for two weeks.  Following the edge wall installation a certified safety surface of loose fill engineered wood fiber will be blown in over the existing rubber mulch.  Please do not use the playground (or basketball court) during this timeframe.  See the monthly meeting minutes for further information.

3.  BASKETBALL COURT CLOSURE, MONDAY, JULY 18, 2022 THROUGH FRIDAY, AUGUST 5, 2022.   The basketball court will be closed for the duration of the playground project.

4.  TREE WORK; JULY 19 THROUGH 21, 2022.  The tree removal impacting portions of Malone Court and Gainsborough Drive is planned to continue from Tuesday through Thursday of next week, weather and schedule permitting.

5.  BOARD OF DIRECTORS MEETING; TUESDAY, JULY 19, 2022; 7:00PM.  The July board meeting will be conducted via the RingCentral virtual meeting framework. See the website under ‘Meetings’, select the year (2022), then the meeting (20220719). Document #01-1 contains the information to join the meeting.

6.  REQUEST FOR VOLUNTEER TO LEAD NATIONAL NIGHT OUT, AUGUST 2, 2022.  We do not currently have a volunteer to lead any type of National Night Out activity this year.  This event is relatively simple to lead.  We need a volunteer no later than July 20th to place our name in the request list for fire and police equipment to stop by the pool parking lot during the activity window.  It’s been a fun event for our children in years past – please consider volunteering.

7.  REQUEST FOR BLOCK CAPTAIN.  One of our long-serving Block Captains has retired and moved out of the area.  The lower Carriagepark Road (4800-even addresses) is currently without a Block Captain.  If you live in one of these residences (4800 through 4870 Carriagepark Road) please consider submitting your name forward to the Hospitality Committee at hospitality@parkwestcommunity.org.

8.  STREET LIGHTS.  All street lights are operational.  Reminder – we don’t always know when street lights malfunction so please let the Streets and Sidewalks Committee at streets@parkwestcommunity.org know if you notice something.  Street light status may also be found in the board packets.

9.  POOL INFORMATION.  We are allowing residents to reserve portions of the pool deck during this season.  Please contact the Pool Committee for assistance regarding scheduling and cost.  There is no gas grill available for use this season – please do not plan to utilize one during your pool visits.
